Accuair valve block question

I have all of my air system wired. Compressor and valves all work fine. However, the system won't build pressure because the air just bleeds out of the second "in" port. I am only using one compressor and one tank so this port is not used. Is it supposed to be plugged? If so, with what?

There is a little plug that looks like a golf tee that goes into that port. It was in the box but I had no idea what it was for.
