Re: 1980 c10 kickdown

open up your throttle full, tie it off with a zap tie or soemthing like that. then pull your kickdown cable as far as it will go toward the front of truck. tighten the kickdown there and then release the throttle. That shoudl do it.
If that doesn't fix it, you have timing or carb issues.

I cannot comment on the factory adjustments because I don't know anything about that setup.
Shifts properly in all other gears? Is it stepping down a gear at all when you floor it (ignoring the carb activity for the moment)?
That is something you need to make sure of. If its not changing gears then the cable adjustments must be off

Re: 1980 c10 kickdown

if its shifting through gears when driving, you know the vacuum modulator is working, then the kickdown is the area you need to be looking at.

Try this;
factory detent cable (kickdown) has a clamp screw, with choke off and throttle wide open, pull detent cable to rear of engine until wide open throttle stop is reached (far as it will go). Tighten clamp and test drive. Haynes manual- trans section.
good luck.
