Horn Wiring/Steering column upper bearing

After trying to identify why my horn was not working, I discovered that the wire from the horn relay to the steering column had been cut and tucked under the dash.

I could not find the upper steering column bearing wire, so I decided to replace the entire upper bearing assembly (looked pretty rough). It was evident that someone had tried to remove it (unsuccessfully) before.

After a great deal of time and patience, it finally came out, WITH NO wire to be found. Even the wheel bearings were in not so good shape.

I have attached a picture of the steering shaft...now MINUS the upper wheel bearing. There is a piece remaining on the steering shaft with 2 lips, right at the edge of the entry into the actual steering column.

1. Was this piece with the lips a part of the bearing assembly that broke off during removal...and should it be removed as well?

OR

2). Is this piece with the lips a permanent part of the steering shaft necessary to help "seed" the upper bearing assembly when re-installed? Meaning that it should remain as seen...

That's the inner race of the mast bearing and needs to come out to get the new one in. The new wire is attached to the mast bearing and needs to slide down inside the column and out about mid way down to connect to the electrical system.
