Tilt Column Woes

I thought I had "rebuilt" my tilt column from a 71 or 72. I have had it in the truck as I have been putting things back together for a couple months now. Went to put the steering wheel last night and after getting the wheel on discovered play, up and down. It isn't loose fore and aft. Are things just worn out? Maybe I should sell it for parts

Did you tighten the three bolts in the upper end?

I did. I am going to take it apart tonight and see if I can find the issue. Could I have not properly placed the two saw like gears that are actuated when movong the lever to adjust the location? They hold the column in place when tilting.
