Lower A arms snubber question

I have a question on the snubbers since I have A arms off of two 72 trucks that are different from each other. One set has the snubber and bracket on them and the other does not. The A arm without the snubber bracket came off of a 72 frame and neither side has the bracket.

I have several 69-72 A arms and they all have the brackets on them. The two A arms without the brackets have never had brackets attached to them. Picture shows two of the A arms, one with the bracket and the other without.

Is this a year difference or is there another reason?
