I would try 'Lectric Limited. One wire is correct for all TH400 I've ever seen.

Found out the 2 wire case connectors are for varible pitch converters or spark control not pertinate to our trucks.

This is not a replacement harness, but a a complete new setup from Lokar. GM Performance Parts recommended it for a crate engine I bought. I haven't installed it yet so I can't say how well it works. Looks great and appears to be high quality. Here are links to Lokar's site and one on eBay for $68 plus $10 shipping. Jegs and Summit Racing also sell them for a bit under $80.

Re: Who makes new wireing harnesses for th400 kickdown switch

I'm confused why you would want the Lokar one? The TH400 kickdown is very simple-ignition switched power to a switch on the accelerator pedal and then a single wire to the transmission. Why add cables off the carb?

Lectric Limited 20855 $18

On earlier years (prior to the 1971 change to a cable from accelerator to carb), the kickdown switch was mounted adjacent to the carb linkage actuated by a bracket added to the linkage. When using a different carb such as a Holley, something like this becomes a simple, clean solution. This was offered as a different approach to the question asked. Just "one more way to skin the cat".
