PHVB with ROD ENDS
when assembling a bar with a rod end threaded into each end, how much of the rod end's threads should be into the bar to start with?
Title should be PHB with Rod Ends.....Sorry about about that, I fat fingered it...

If they are a right hand one one end and a left hand on the other, I would screw them in all the way, install the bar, and then twist the bar for adjustment until you get it "just right".
If they are both right hand or both left hand... start with half the threads in the tube and work yoru way from there.
