Question Porterbuilt LCA install...

Normally I would just text Nate but being a long weekend I thought I'd leave him alone...
I just installed the lower control arms but the design is a bit different than what is shown on his website. How tight do I go on the large, fine thread bolts that hold the LCA in place and should I locktite the bolts in place? I've got four lock washers that I'm guessing go here as well?

Thanks for any help...
