99 1 ton crew fuel system questions (eletrical)

I have a 99 1 ton crew with a 350. About a month ago I had to replace my fuel pump and pump relay. My #30 pin was somwhat melted on the relay and at the plug-in. I dont drive the truck very much, and when I drove it about a week ago when driving I could smell somthing burning. I could not find anything so I finished my trip and parked it. Went to leave the other day and went about 100 feet and it just quit. After some checking found that it was fuel related.
So today I first tested for 12v at my wiring at the pump. Had 5v on the purple wire. Went to the relay plug-in. Had 10v on the #85 and #87 plugs. Key was in the on position. Went as far as to pull the underhood fuse/relay board aprt to see if anything was burnt etc. I am an HVAC tech so I know how to use a meter and troubleshoot circuits, I am just used to a/c circuits and having a wiring diagram to follow.
