Emergecny barke not working

I have adjusted the primary cable at the location where it connects to the two cables runing to the rear wheels "all the way" - didn't do anythig - How do I shorten the cables runing to the rear wheels?

Cable stretch does happen over time. First check your rear drum adjustment. Make sure the adjusters are working in the rear drums. The adjusters are designed to click adjust every time you back up and apply the brakes. Also make sure the cables are routed properly. If everything checks out. Then you need to replace the brake cables. Good luck.
