Mine isn't hooked up. Wires are missing from the back. Seeing as I don't smoke, the only use I have to get it working is to power a cell phone, but since there was no such thing as cell phones when this truck came out, I'm curious if it can charge a phone, or if it'll blow a fuse or damage the phone with a fully functional outlet?

yes it can charge a phone safely, it will not damage anything..

I made used an inverter and a blender to make margaritas with my lighter outlet. You can easily charge a phone with it.

Ha ha ha ha ha Airspeed, of course you were not operating your motor vehicle while making these beverages, that much we can safely assume right?
yeah, you can charge a cell phone just fine off these outlets, I use mine every day on my smart phone, and have used many different chargers for different phones over the years.
