i bought a set of original mirrors off of ebay a while back and just noticed that the passenger side arm is longer than the drivers side,is that supposed to be that way?

Yes, that is correct. GM placed the mounting holes in the same location on both sides, and then noticed the vent pillar blocked the mirror head, so the solution was a longer arm on the right side.

I wouldn't have believed it if I hadn't seen it with my own eyes. Just checked my '69 and they are different. Been driving this truck for over 6 years and never noticed. Even had both off and in my hands when I painted it and didn't see it.

Ya learn something everyday...
