What is this atop the stearing column
Is this the reverse switch for a truck with 3 on the tree?

Judging by the orientation to the linkage that would be my guess, but it appears to be “owner engineered”. According to the 1960 Accessory Installation Manual the factory offering was operated by a switch attached to the steering column under the dashboard:
