Step Side Bed

This may be a dumb question, but I am going to ask anyway. Did all of the short step side trucks come with the cut out is the driver side fender for the spare tire.

I have a 67 fender that could be cut for a spare tire patch panel if you want it? The rest of the fender isn't worth much, but it would work for a patch.
