what does this part do? please help me!

alright this may seem dumb, but i can't seem to figure out why there is a knob under my dash with a small rod that goes into the heater vent. it doesnt turn or pull as the whol rod moves with it, and i'm afraid to break it.

It operates the diverter flap directing heat to the floor or the defrosters. A little WD40 should free it up. It doesn't pull out, it swings clockwise and counterclockwise. I'm not sure but it looks like your cable may be on the wrong side of the link, blocking its travel.
