this may be a stupid question but

what is the difference between a NOS fender and an Original GM fender?

Original GM fender would be any fender made by GM (as in not reproduction).

So in both cases stamped by GM? Quality the same?

Should be, unless the original GM fender had been beat up on the vehicle it was installed on.
