I use a little 6" pry bar that I wrapped with tape to prevent scratching my wheels. I keep it in the glove compartment.

For full wheel covers (like on 1/2 tonners) I have found Tbone's pry bar useful - but on anything with hubcaps, like yhour 3/4 ton hub caps, I'm with jhwkns. I use these puppies: https://www.google.com/shopping/prod...ed=0CFoQ8wIwAA

I buy a bunch at once so I can leave them in all the gloveboxes and lying around the garage when I need them, and I always seem to need them. I wrap the part that rubs against the steelie (i.e. the elbow) with thick electrical tape to avoid marring the pc or paint - just like jhwkns mentioned. They are only a buck...

I find the best tool is a nail puller,known as a cat's paw or more accurately,a lamb's paw. It's narrow and you just get it behind the lip of the hubcap and pull. Been doing it for 40 years and have yet to damage a hubcap or scratch a wheel. They work great for pulling nails,too!

Those hubcap tools don't work on 8-lug wide steelies
