battery drain

hi everybody i have a battery drain its a 1999 chev tahoe and i removed the negative cable and installed a test light between the negative cable and negative battery post and the test light is on and when i remove the 20 amp horn fuse the light goes off so i know its in the horn circuit on the fuse box where it says horn relay there is no relay there does anyone have an idea of where the drain could be coming from thank you
