How hard us it to replace the outside windshield gasket so I can do some rust repair without removing the windshield.

The windshield gasket is a single piece that has both the inside and outside edges. You will have to remove the windshield if you want to repair rust by it. You should also know that it would be very rare to not have to replace the gasket. They get very stiff over time.
