fuel pump wont pump

I just put a new tank and fuel pump assembly in my 01 express 3500 and now the pump isn't pumping at all. I can hear it cycling in the tank when I turn the key but no fuel to the rail. If I hold the test port open I can get air out and after a bunch of times a little fuel dribbles out. Anybody know what would cause that or do you think the new pump is just junk? Is there something I needed to do to bleed it or prime it could something not be on right? I also just changed the filter. seems like it would be hard to screw that up but?

When I replaced mine I had to remove the return line at the intake and cycle the key.

Figured it out. Not sure if the pump didn't extend all the way or if there's just that much space at the bottom but put another 6 gallons in and it picked it up. Already had almost 10 in so didn't think that was the issue but she's running fine and that fixed the stumbling problem too.
