Question Please tell me this aint factory ????

I got to lookin at my 71' frame for my phantom dually build and i saw this where the trans crossmember mounts ...This aint factory right ?

ditto on the torch job. I have found that most trucks that had a transmission replaced at some point rarely had the upper bolts reinstalled on the trans mount.
