Never seen two. Agree with the above, it's charcoal canisters for emissions.

Evap canister. These are not only used in california but all 50 states. I have never seen two though. Must have dual tanks I would guess.
California emissions?

My guess is that the bottom was not working or was clogged or something and they added the second. I have dual tanks and it runs on only one charcoal canister and is plumbed to work on just one. But yes these are charcoal canisters!

One is probly cracked or damaged and someone added a new one and left the old one in the last 12 years as a mechanic i have seen some odd repairs

LoL Ok:...Sounds like something uncle sam would do..........................wait.............................what?

Wait...you guys seriously think someone would drill 4 new holes which would require removing the grille to bolt in a new bracket just to mount a canister that only requires you to remove one nut to take the old one out?
you may have seen some crazy stuff but really...

I'm sticking with the dual tank theory....

CA emissions pre 75, dual tanks would have had dual EVAP cannisters depending on the GVWR. What you have is a factory set up.
