Vent Window Rebuild

Couple of quick questions. Got my vent window back today from powdercoat and am reassembling.

1. The gasket kit I got from LMC; the flat piece has indention's on one side, but they aren't holes, meaning they don't go all the way through. Do I just drill holes for them so I can rivet them? (Side note: I am LOATHING rivets.)

2. The chrome latch/lever; it's a little (really) loose on its knob. Any way to remove some of the slack?
