carb question

I have a 4 bbl quadrajet on a 305. The engine was running so ruff it felt like i had a huge cam when my cam is stock. I decided to rebuild the carb. Upon dissassembly i found that one of the smaller throttle plates was bent. It was bent pretty bad. My question is --- Could this be the reason why the engine was running so ruff. Also if the throttle plates dont opperate will it idle but lack most of its power when trying to accelerate.

That would throw off both circuits inside alright.
