Another Harmonic Balancer Question

Is it common for the outter ring on a balancer to slip out of adjustment? I have never been able to get my base timing down to 10 to 12 degrees. It has always read up in the 20s with vacuum and mechanical advances disabled. Engine runs and idles fine with good power and fuel consumption, but it has always bugged me.

Very... not un-common with age and oil soak. I've seen quite a few. Like any rubber based product it will rot and shrink with age and swell when soak with oil.

or you could also have the wrong timing ponter installed

It also can throw the outer ring under race conditions. Like when the F##d doesn't know your Longhorn has a built BB Olds under the hood and tries to show off.

It was running a little rough and thought it was losing timing. Hooked up a timing light and shined it down. I then noticed the ring was gone.
