Bright Lights

Since I bought my son his 1994 Chevy pickup the bright lights haven't worked. I found out that I had an issue with the steering column. The old one when you would pull the brights lever back it wouldn't click and turn them on, it wouldn't do anything. So I replaced the steering column today and now the Brights will come on when I pull the switch back. My question is should when the brights click on should the low beams go off or stay on. In his truck the low beans go off when the brights click on. If this is not right could someone give me some advice on how to fix this. I would think to give the right amount of light the low beams should stay on. Thanks in advance for any much needed help.
