Steering wheel early take off near nos

Early take off wheel. Hanging on the wall for years. No rust or junk on the wheel.
No cracks.
Minor gouges near horn cap, not really noticeable, have to look hard.
Scratch on the back 1/2 inch long.
$400 shipped with yellow horn cap.
$440 shipped with NOS GMC horn cap.
Money order, check, or paypal. paypal add 3% for fees.

Is this a stock steering wheel provided by the manufacture on a new truck and not an OEM used to replace the original?
I am interested if it is, as the OEM I purchased is lighter and gives a soft flexible movement (ready Gumby like) and not a solid feel like that of an original.
