Question about my Turbo on my 1993 Cheyenne 2500k Diesel

I bought the truck and didn't notice this until just recently. If you look just left of the turbo you will see a piece of copper wire connected to what looks like a throttle piece on the turbo and hanging on a air condition valve/pipe. Just curious if anyone has any advice on what it should look like and what I should or can do about it?

The Waste Gate has been wired shut, The Waste gate keeps boost levels in check & MORE importantly keeps the Turbo from over speeding. I'm not a 6.5L expert by any means but the guys at Heath Diesel are, Give them a call.
