Nope, can't be polished. That is the silver on the back tarnishing. Get some paint for plastics, tape the new mirror off, and paint the ugly Grey whatever color you want. As far as not tightening up, find a really thin washer and put it between the mounting brackets where the screw goes in or squeeze the upper mirror arm together a little bit... LockDoc
