new trans or rear end?

my 60 suburban has the 3 on the tree and so far i hate it! its slow as balls! And in traffic it sucks 1st gear gets me to about 15mph 2nd 15 to 30mph. so do i swap the trans or rearend?

That depends on whether you want to keep the 3 OTT or not. If you do, you might get lucky and find a 3 speed with overdrive. Otherwise you will have to change to a floor shift with one of the few different 4 or 5 speed transmissions. Changing to a higher rear differential gear will help some. How high of a gear you could go and not hurt performance on the low end, depends on what engine you have and it's torque output. Your current gear ratio is likely 3.90, but should be verified. The tire size also is a factor to consider. We need more info on your Burb.

Stock tires is pretty vague. These trucks and Suburbans came with a variety of tires. What is the size of the tires? Are you going to stay with that size?
