Rust Reformer - too good to be true?

Saw this at the local Home Depot, and thought I could use it on my frame after sanding it down to whatever I can. Does it just "reform" the top layer of rust, or does it penetrate down to the metal?

not sure chemically what it does, truly rust is only gone when its ground out to clean bare / new metal.

That being said, I used tons of that stuff on my project as a primary protective coat. I would clean everything as best I could then spray that down for a protective coat while I was working other parts or areas. It's pretty strong and covers nicely. And then you can prime or chassis coat or whatever over it.

I'm sure there are better products out there, like Por-15 but they can be really expensive and, at least where I live are hard to find. So for what it is, it worked well.

Google "phosphoric acid rust". Rust can be gone without mechanically removing it. You can take light rust (iron oxide) and let the phosphoric acid turn it into iron phosphate which is a very stable coating to paint over. Many products you see in a jug or spray bomb that say "rust converter" on the label are phosphoric acid. Stuff like chassis saver and por15 are supposed to encapsulate the rust in a tough layer that is supposed to stop the iron from oxidizing further. Sort of two different angles on rust treatment but they both work to some extent and can be used together.

I have tried the spray bomb method on the roof of my Tahoe and the rust came right back like before I started. I only had surface rust which I sanded down to a smooth surface, then sprayed something like this.. It turned dark like the directions said it would. Then I painted over it. With in a couple of months the rust came right thru the paint.
