Wiper Motor Seal, Which way is up?

Searched but couldn't find. I've got a wiper motor seal with a tar like backing (covered in what looks like saran wrap) and the other side is rubber. Which side faces the pump and which side goes to the firewall? Do i remove the plastic cover on the tar side?

Thanks!

I put mine in plastic side up and didn't remove it from the rubber. No leaks. I'm sure there has been someone to install it the other way and have no leaks either.
