Will a tilt column from a 1977 Suburban fit a 1971 C-10?

Probably with some mods...but you will have the key in the column. Kind of an eyesore but will not impede it's function.

The key in the column is only part of the story you will also have to rewire the ingition switch as on the 73 and newer trucks the ing. switch is on top of the steering column instead of in the dash
