Steering column question

I removed my steering column to replace the brake pedal assembly. I'm putting it back together but cant seem to get the bolt to go back through the clamp where the column and the steering shaft go together. I realize there is only one spot where to bolt should be allowed to go all the way through. I'm at that spot but its like the two holes on the clamp aren't aligned. I've tried squeezing the clamp together with vise grips but it had no affect. Since this picture was taken I have pushed the shaft and the column together so there are no splines showing. Any other ideas?
