The listing doesn't give the name of the shop, so hard to say. Is there only one shop in Vancouver? If it's an actual business it might help if they revealed their identity. Of course, Craigslist is only free to individuals, so many businesses try to sneak in under the ropes and hope no one flags them

I've seen the same ad up quite a few times with or without the picture. Never done business with him, mostly hit up Rick at Chevy Metal here in Vancouver.
