I repaired the floppy tilt and got everything back together but it now won't start. Also, the lock bolt doesn't pop out into the lock plate. I suspect that I didn't install the spring correctly.

You will need to pull the ignition lock cylinder back out. The metal spring on the left the goes in the gear for the rack goes in the slotted part of the black gear. A good way to make sure everything is working correctly is to remove the actual ignition switch at the bottom of the column. Move the rod up and down and watch if the pieces on the rack are turning as they should. If not, you are going to have to tear it back down and make sure everything lines up. Basically make sure from the bottom of the column by moving the rod it is making the pin for the lock plate move in and out.

I also should mention that if you have cruise control you want to have your turn signal arm installed on your upper collar and ran down your column in the proper place before you put the upper collar back on as it can be almost impossible to get down the column in the right location with everything together

My lock cylinder is not rotating far enough. This is as far as it will rotate. It won't rotate to the end stops. This is why it won't start. What do I need to do?

The metal spring still needs to be in the right place in the gear for everything to work correctly once it is all the way together. As far as your lock cylinder goes, I generally just replace them when they have that issue. Saves a lot of headaches in the long run
