Timing Help?

I've something odd that has me scratching my head while trying to set my timing. Maybe I'm lost?
350 with HEI. Recently replaced Module, Coil, Cap, and Rotor.

Engine off...timing set with rotor dead center on #1 Tab and Balancer Mark at 12*BTDC.
Fire it up...Light shows it at 4*ATDC...Vacuum disconected
So I set #1 at 8*BTDC with the Timing Light.
Shut it off and it shows just above 28*BTDC by manually lining up Rotor with Tab.
Timing Light shows #1 and #6 the same and no fluctuation.
Am I looking at things the wrong way? Am I missing something?
Anyone else have something like this? Any insight?

I just did the same yesterday. Set the timing with vac disconnected and carb vac line blocked to 10 degrees BTDC. Buttoned it back up and it runs great. How well is your truck running?

Running like crap.
I noticed that my vacuum line, blocked or unblocked, conected or disconected make no change in timing?
I just took the cap off and inspected my Mechanical Advance Springs are there and working? Also move my Vacuum Advance and could "hear" it working and watched it move the Pickup Coil?
