Steering column help????

I took this apart a while ago and now I'm trying to figure out how to put it back together. How does the top piece with the hazard button attach to the bottom? Does it twist together with the tabs? Your help is appreciated.

The piece you are holding in your hand will slide over the end of the main shaft after you line up the tabs that are sticking out on the end of the shaft with the half moon shaped indentions on the piece you are holding and I think turn little to the left and tighten turn signal screws down. Hope I expaid it well enough

Ok I'm still really confused on this one. How far do you turn it so you know it's clocked right? Also are this rubber washer and plastic washer in the right order?
