It is a part of the cab support design. It can, and often is removed, however, to do it properly, you should design some sort of cross-bracing under the cab. This under cab support should span the width of the cab, reinforcing the rear shackle -type cab mounts.

I can't say it any better than 50 Chev LS3 did. I removed the brace in mine years ago but now believe that probably contributed to a lot of extra cab flex and possibly some cab floorboard sagging.

I ended up building a speaker box with a catch all cubby hole in the middle of it that went in that area anyhow so taking the support out didn't gain me anything.
Line the area with carpet and you have a spot to stash a tool bag and other small items like your clean up the truck kit and keep them in place.
