Clutch / Brake Pedal hardware?

I removed and disassembled my brake & clutch pedal stuff a while back and I'm ordering new plastic bushing but I discovered this in the zip lock baggy?

Anyone know what it is called, where it goes and where to get a new one?

Pressure washer. Goes on shaft before it goes into bushings. Theres a solid washer on the outside behind the cotter pin. Looks ok, it's there to keep tension on pedal so it does'nt rattle.
