Soft brake on first pump

I do not understand why I have a soft brake one my first pump. I firms up quick. I bled all corners. 1979 c10. New booster. New master cylinder. New proportion inc valve. Bench bled. Did it right or so I think

Poorly adjusted drum brakes?

(ie: first pump pushes the shoes out to the drum, second pump builds pressure)

Make sure that new master cylinder has a residual valve in the circuit to the rear drums. If it's possibly a disc/disc master then it might not.

I will adjust the brakes a little more. I thought I had them out pretty good, but that makes sense. Right now Iam pushing it in and out of the garage so dont want them to be too tight
