Bottom passenger Vent

My '68 C-20 has factory air.
This vent on the passenger side is always open,. I assume it's controlled by the air conditioner controls?

It is controled by AC you need the vacuum hooked up

I'm pretty sure everything is hooked up. I'll check.
So, when is it supposed to be open or close?

In the picture you posted there is not a hose hooked to the vacuum port shown Sorry I just looked again and there is a hose on it. It should be open when the upper lever is on inside air and closed when on outside air
