If nothing moves I would say that the cable is not inserted into the back of the speedometer correctly or the housing collar is not screwed all the way onto the back of the speedometer. The threads are pretty fine on the collar and it is easy to get it cross threaded. I would take it back apart and try it again. LockDoc

I don't think any adhesive would work in the very high rotation regime those parts get up to. You may have to bite the bullet and pop $20 for a new speedo cable.
