It doesn't have the funky angular truck alternator bracket - looks like a passenger car bracket. Could've been changed out - but that's the first thing that jumps out at me when it's missing.

Looks exactly like my 396. Only now the 396 is a punched out 454. Pull some numbers off the block

If by 402 you mean all inclusive then no (e.g., air cleaner, fuel line, manifold). A lot of original parts though. I thought the 70 valve covers had a twist on oil cap. They switched to push-on at some point, 70 or 71 I suppose.
