name this I-6 250 monojet part

is this a trans kick down? or something else? it's got electrical, vacuum, and mechanical aspects. thanks in advance. i've been searching all over the forum, and every picture i find of I-6 monojets does not have this part. i believe it's original to a 1971 250/th350 auto truck.

Since you are in California any chance its related to emissions? Just guessing.

I am guessing it bumps up the idle when the AC is on.
