Washer fluid sprays, but wipers won't move

I've been trouble shooting my wiper issues and have got a lot of help from a member on here, but I've come across another issue I'm hoping you guys can help me with.

I've installed a new wiper motor, new switch and new stalk. Factory delay option and appropriate delay stalk.

With the delay module bypassed: I twist the stalk to spray washer fluid. Fluid sprays fine but the wipers won't move. Low and High settings work fine and park correctly.

With the delay module installed: I twist the stalk and the wipers move and won't stop until I turn the ignition to off, and no fluid sprays.

Any suggestions?

I believe the delay module controls the washer sweep function. The regular non-delay wiper stalk pushes the wiper switch to LO when you rotate the wash section.

Does delay otherwise work the way it should?

Thanks again Hatzie! The delay does not work as it should. When plugged in, the Wipers won't stop running once I turn them on until I turn the ignition into the off position.
