This is a cold driveability aid that heats the fuel/air for better running with a cold engine.
Douche the hell out of it with WD-40, move it back and forth a bunch of times and see if it works. Is the bimetallic spring still intact?

Thanks I looked everywhere for info on it. My 1946 jeep has the same thing. They call it a heat control valve.
I keep wiggling it softly till it frees up. The spring is good.

Ok Guys I used a hose clamp and some 3/4" hex stock to work it free worked great. The bottom pict was taken with a mirror. My question is should the spring be bent around the pin?

Yes!!
It's actually a bi-metallic spring. When it heats up it holds the diverter valve open.

Thanks for the reply. Should it be bent around and capture the pin. When I heat it with a heat gun it comes off the pin.
