Underbed Tire Carrier

I current have and MAY continue to use the in-the-bed tire mount on my fleetside. However, I also have the underbed tire carrier. What I'm unsure of is IF I have all the pieces. The have the frame and the1 long threaded bolt with a nut on it - this I 'think' was the part the bolted to the frame and served as a 'pivot/hinge point' - unsure about that. I'll post a pic this evening.

But I figured that one of you fine folks might already have the knowledge on what and how these mount and work.
