What is this piece called?????

The inner cowl attaches to this piece(the one the blue screw driver is sitting on) but what do you do if it is rusted out???

It's just part of the cab then? Maybe find someone out there selling cab cuts, or since it's pretty much hidden, make your own replacement panel(s).
