they look (very) similar to Fikse but browsing their site I dont see a 3 piece 10 spoke. so that makes me think they are a japanese market 3 piece like Work
here is a work vsfx, looks like a larger diameter than the one you show

Tough to say, almost looks like a custom machined piece. Forgeline ga3 or ga3r is pretty similar too with the step lip.
